Former high school girl files lawsuit in Nagano; (J) September 12, 2007; The 19-year-old girl claims she is suffering from a stress-related disability (PTSD?) after a teacher hit her on the head with a box-like object at school last year. She has filed a lawsuit against the prefecture seeking ¥19 million yen in damages at the Nagano District Court.

Boy seeks ¥ 3.9 million yen restitution over schoolyard bullying; (J) September 11, 2007; A 12-year-old Kobe boy is suing three of his former classmates (and their parents) at the Kobe District Court for compensation after bullying caused him physical and mental distress. According to the petition, between May 2005 and March 2006 the then elementary school classmates beat the boy on a daily basis and extorted a total of ¥370,000 yen from him.

Former student sues teacher, school over violence; (J) June 30, 2007; The 19-year-old claims the teacher hit him and broke his nose. He is seeking ¥3.3 million yen in compensation at the Kagoshima District Court.

Court rules bullying triggered schizophrenia; (EJ) May 25, 2007; The Hiroshima District Court on Thursday ruled that a high school boy's schizophrenia was partly due to his being bullied in middle school, and ordered four of his former classmates, the Hiroshima municipal and prefectural governments and others to pay about 8.3 million yen in compensation to the boy and his parents.

High court: Bullying caused teen's depression, suicide; (EJ) March 28, 2007; A landmark court ruling Wednesday sent a clear warning to school authorities not to be negligent if bullying occurs. The ruling by the Tokyo High Court clearly recognized a link between bullying and depression-induced suicide. The court, handing down its judgment in the suicide of 15-year-old Takehito Usui in 1999, awarded the boy's parents 11 million yen in compensation. Presiding Judge Hiromu Emi said Takehito "increasingly felt isolated due to bullying, which led him to take his own life." The ruling sets a legal precedent by clearly stating that bullied children can suffer from severe depression leading to suicide in the same way that overworked salaried workers can, observers say. They said school authorities should take the ruling to mean that schools will be held accountable if future bullying-suicide cases occur.

Parents of boy who committed suicide after school punishment file damages suit; (EJ) March 16, 2007; According to the lawsuit, the 11-year-old boy, a student at Kitakyushu Municipal Aoba Elementary School, started being physically punished by his 51-year-old female teacher in about April 2005, and sometimes came home crying. On March 16, 2006, he was grabbed by the collar and pushed down onto the floor. Afterwards he ran out of the classroom and committed suicide by hanging himself at his home.

Parents of bullied suicide girl sue for ¥20 million yen; (EJ) February 8, 2007; In October 2005, the girl jumped to her death from a condominium in Konosu, Saitama Prefecture. The parents said they asked the Kitamoto municipal government to investigate the circumstances surrounding their daughter's death, but no such probe was ever conducted. They insist that teachers at the school failed to fulfill their duty to prevent bullying, and that the municipal government similarly failed in its duty to properly investigate and report the death.

bullying (ijime) within Japanese schools, sometimes one's ethnicity (in this case, a Chinese-Japanese grade schooler)
becomes the bullying bone to pick. Years of negligence by both teachers and parents at a grade school in Kawasaki
ultimately led to a public acknowledgment of the problem, an apology from the Board of Education and the school, and a
demand for restitution. However, the bullies' parents refused to own up to anything, so Plaintiffs took them to court. TU

- Police take action against school bullies following student's suicide; (EJ) February 19, 2007; According to the police, the five second-year bullies attempted to forcibly remove Keisuke's pants in a school bathroom around 4:15 p.m. on Oct. 11, 2006. That evening, Keisuke hanged himself in a shed in the garden of his home.
- Probe finds school responsible in suicide of bullied boy; (EJ) December 29, 2006; An investigative panel set up by the Chikuzen town education board in Fukuoka Prefecture said in a report Thursday that Miwa Junior High School bears grave responsibility for the suicide of a bullied pupil in October. The 13-year-old second-year student at the school hanged himself at his home on Oct 11, leaving a note saying, "I cannot live anymore because of the bullying."

Schoolboys forced to squat on toilet roof while airgun pellets shot at them; (J) June 1, 2007; Tokyo--Three 16-year-old boys who were arrested for violence made their younger schoolmates squat on a public toilet roof and fired airgun pellets at them. The youths also cut the hair of the 3 younger boys with clippers. The teenagers all attended the same junior high school in Tokyo when the incident took place in late February.

Human rights violation acknowledged in '05 bully-suicide of 15-year-old girl; (J) May 26, 2007; Yamaguchi -- The Ministry of Justice said that the girl's teacher knew she was being bullied but did nothing to stop it. The Ministry has told the girl's parents it is seeking counter-measures from the city's board of education and schools to prevent a recurrence of the problem. In April 2005 the junior high school student hanged herself at school.

'School violated human rights of girl who killed self after being bullied'; (EJ) May 22, 2007; When she was a second-year student at the school, the girl used her student diary, dated December 2004, to plead for help from her homeroom teacher, saying she was the victim of bullying. The following April, she hanged herself from a banister at the school using the neckerchief from her uniform.

Japan's schoolyard bullies go high-tech, teachers left eating virtual dust; (E) May 17, 2007; "Last year alone, the National Police Agency received 8,037 reported cases of online slander or defamation, a 39 percent increase over the previous year. Of these, 57 developed into criminal defamation cases where arrests were made. Both the number of reports and the number of arrests hit record highs," a police beat reporter for a national daily tells the weekly. Bullies use their knowledge about their victims to set up fake sites to slur them, or hurl abuse at them on sites originally set up for information sharing between students.

Bulletin board supervisor faces charges for not deleting message calling girl 'ugly'; (EJ) April 27, 2007; After the supervisor did nothing in response to the mother's request, the mother reported the case to police. Osaka police investigators managed to identify the supervisor and the girl who wrote the slanderous message. Police reported the girl to a local child consultation center for defamation of character.

Teacher given reprimand following abusive outburst; (J) March 30, 2007; An education board in Fukuoka has reprimanded a junior high school teacher after he slapped a 15-year-old boy on the cheek and said he would hack the boy up. The teacher apologised to the boy and his parents later the same day but failed to report the incident to the school.

In the hands of mean teens, cell phones becoming WMDs; (E) March 21, 2007; Accessed mainly via mobile phones, these so-called "gakko ura saito" (clandestine school sites), reports Aera, have created a new form of group bullying that's spurring a whole generation of anonymous slanderers who make old-fashioned bullies and meanies seem almost preferable by comparison. After all, in old-style "ijime," at least you know who your tormentor is. The electronic version is just as vicious, if not more so, because electronic communications afford complete anonymity. And of course it's far more difficult for school authorities to intervene, let alone identify the instigators or implement disciplinary measures.

High school girl busted for poisoning classmate; (EJ) March 13, 2007; The arrested girl conspired with the two to lace the 16-year-old girl's drink with a bleaching agent at their school on May 30, 2006, causing her to suffer chemical poisoning for three days, local police said.

Junior high school boy's name published on internet as main character in porno novel; (J) March 10, 2007; After finding out his name had been published in a pornographic story the boy was in shock and was temporarily absent from school. One part of the online narrative has the boy repeatedly committing indecent acts on 5 female students. The girls, whose names were also published, attend the same school as the boy. Police in Akita are investigating the matter as bullying and defamation of character.

Update: Pay reduction for school principal after investigation into student's death; (J) February 28, 2007; The Hokkaido educational committee looking into the bully-suicide death of a 12-year-old primary school girl in early 2006 found the principal, vice-principal and home-room teacher failed to properly investigate the matter or give adequate support to the victim. As punishment the principal's salary is to be reduced for one month while the vice-principle and home-room teacher have both received warnings.

High school boy scalded with boiling water, 4 classmates arrested; (J) February 27, 2007; The 15-year-old victim was beaten and had boiling water poured over him in an attack that lasted about 45 minutes. Burns to the boy's back are expected to take 6 months to heal completely. The incident occurred at a Hyogo school dormitory in December last year where the boys were boarding together.

"The school's unbelievably irresponsible response hurt the student more than the bullying did. A decade ago, this figure stood at just 27, meaning that lewd acts committed by teachers have risen alarmingly.
