A government air traffic controller who paid a 16-year-old schoolgirl 30,000 yen for sex at a Kanagawa Prefecture hotel has been arrested, police said Saturday.

Joji Okutsu, 24, an employee of the Ministry of Land, Infrastructure and Transport from Kamakura, Kanagawa Prefecture, was arrested for breaking the Law Punishing Acts Related to Child Prostitution and Child Pornography.

Okutsu admits to the allegations against him.

"I'm terribly sorry," he told the police.

Tokyo police said that Okutsu paid the 16-year-old first-year high school student 30,000 yen for sex in a hotel in Fujisawa, Kanagawa Prefecture, in late January this year, after meeting the girl through a mobile phone matchmaking site.

Okutsu works as an air traffic controller in Tokorozawa, Saitama Prefecture.
