Frustration of Visitation

My Japanese ex-wife returned to Japan with our son shortly after our divorce.  She's not a US citizen.  She never changed her citizenship.Since then she has disappeared for all intents and purposes and has failed to allow me any contact with our son.
 
I am trying to gain pursue court proceedings in the US, since I feel that if I can disrupt child support then she will be more likely to provide access.  Since the divorce was performed in a New York State court, I can pursue my "frustration of visitation" case there.  A US court has ability to hear the case over "frustration of visitation" and the ability to withhold/cancel child support payments. 

The problem is that to do so, I have to file the complaint and find a way to ensure she that she is served with the documents.  I have to satisfying the Family Court system that she has been properly served with appropriate court papers.  That being done, its up to her whether or not to contest the case.   Within the states its pretty easy.  You pay a process server to present the person with the paperwork.  On the other hand, when your ex-wife hiding in a foreign country the issue becomes a little more complex.

I would truly appreciate anyones' thoughts on how to both locate a person in Japan and how to conduct an acceptable service of process.
