Your goal is to get to Matsudo station on the Joban Line.  The Joban line connects to both Ueno station and Nishi Nippori station.  Its about 30 minutes from there.

Leave from the East exit of Matsudo Station.  Turn Left and pass a park on your right.  Just at stop light an apartment building, turn left onto a one-way street and keep going straight up a hill. The five story court house in on the right.  The whole walk should take about 7 minutes.
